As a truck driver, you’ll encounter various documents, permits and cards. One of them is sometimes referred to as a ‘Kiwa certificate’. But what exactly does that mean? And do you need one? We’ll explain it clearly and simply.

What is meant by a ‘Kiwa certificate’?

Kiwa is an independent testing and certification body (TIC) that, since 2010, has handled certain transport documents on behalf of the Ministry of Infrastructure and Water Management. Kiwa does not simply issue a general “certificate”; instead, it provides specific documents such as:

  • Driver card (or driver’s pass) for drivers with a digital tachograph
  • Company card and control card for transport companies or inspectors
  • Employment declaration for employed drivers
  • Declaration of assignment when working through a temporary employment agency with a Kiwa designation decision

So there is no such thing as an ‘umbrella’ Kiwa certificate. Each one is a specific card or certificate that suits your situation.

Do you need this kind of document as a truck driver?

That depends on your work situation and what you transport.

You are employed by a transport company
Your employer usually takes care of everything. You don't need to carry any documents yourself.

You are self-employed or a freelancer
You must arrange your own company and transport permits (such as the NIWO permit) if you transport goods professionally. However, as a driver, you may need a driver card if your truck has a digital tachograph.

You drive with a digital tachograph
A driver card is then required. You can apply for one through the Kiwa Register. The card is valid for five years and costs approximately € 136,72 including VAT.

You work through a temp agency with a Kiwa designation decision
In that case, you need a statement of availability. The temp agency provides this. You must be able to show the statement during an inspection.

You are employed, but not directly by a transport company (for example, through a temp agency)
In that case, you need an employment declaration or a declaration of assignment, depending on the situation.

You transport dangerous goods (ADR)
This requires an ADR certificate, but that falls outside Kiwa's remit. It is handled by recognised training providers and authorities.

Applying for a driver card through Kiwa

You can apply for a driver card through the Kiwa Register. You can easily submit your application online using DigiD. When applying, upload a recent passport photo and a copy of your driving licence. The cost is €136,73 including VAT, and the card is valid for five years. Once your application has been approved, you will receive the card by post. Please note that it may take a few weeks for the card to arrive, so apply well in advance.
